Industry Involvement in the Partnership for Pollution Prevention
The Arizona Partnership for Pollution Prevention (P3) provides a means
of technical networking and mutual assistance among participants to promote pollution prevention and hazardous waste reduction.
P3 participation is an opportunity for industry to be involved in this partnership, consult
and discuss industry improvements with a variety of company environmental leaders, and discuss existing regulatory impediments to pollution prevention.
Together, the industry partners coordinate and plan discussion meetings, schedule special speakers, arrange facility tours to showcase improvements, and share the waste reduction accomplishments between the partners.
P3 members come from many industry sectors:
- AMIGO - Maquiladora industries on both sides of the Arizona border
- Aerospace - Airlines and aerospace manufacturers in central Arizona
- Automotive - Truck and automotive fleet managers and vehicle repair facilities
- Boats and Marinas - Businesses, individuals and agencies involved with surface water use and management for recreation
- Electronics - Microchip, printed circuit board manufacturers and other related companies
- Environmental - Recycling and remediation companies, environmental consultants and pollution prevention equipment
- Government - Counties and city experts involved with environmental and water treatment services
- Green Building - Residential builders and municipalities using or promoting
environmentally sound building practices, designs and materials
- Industrial - Utilities and manufacturing companies in the central Arizona and
Tucson areas
- Health Services - Central Arizona hospitals and medical service providers
- Military - Military bases, National Guard and Reserve Unit facilities
- Mining - Mines, and sand and gravel operations
Pollution Prevention Plans
Many P3 members develop a pollution prevention analysis and plan for their facilities.
Why focus on pollution prevention (P2)?
Pollution prevention is the preferred method in our environmental work. Pollution prevention refers to any operating, fabricating, housekeeping or managing techniques that reduce chemical use or hazardous waste. P2 activities include chemical use reduction, recycling, reuse, reclamation, waste minimization, energy conservation and substitution with less toxic chemicals. P2 may achieve:
- Improved environmental protection
- Lower waste handling treatment and disposal costs
- Raw material and energy conservation cost savings
- A safer and cleaner work place
ADEQ's invitation to join the partnership
Please consider joining other Arizona industry members to share and
discover ways to reduce hazardous waste in Arizona using pollution prevention techniques. Call ADEQ staff to talk about joining the partnership and complete and mail the partnership agreement when you are ready to join. The agreement is a pledge to make a good faith effort to promote source reduction, share pollution prevention information and set goals to minimize hazardous waste generation at the facility.
ADEQ's involvement in the partnership
The Pollution Prevention Unit (PPU), in the ADEQ Waste Programs Division,
coordinates the Partnership for Pollution Prevention.
ADEQ staff arrange quarterly meetings for all P3 teams to attend, resolve impediments, act as advocates with other agencies and provide technical
information and support. The knowledge gained is often distributed to other firms to share the partnership benefits with non-participants. Non-members are invited to participate at any time, and new members are welcomed and appreciated.
Voluntary
The Arizona Partnership for Pollution Prevention (P3) is a voluntary, non-regulatory, government-industry partnership built on trust. Currently, there are more than 100 P3 members.
P3 goal
The goal of the P3 is to reduce the generation of hazardous waste, reduce toxic
chemical use, and to improve pollution prevention communications and cooperation between government and industry.
P3 activities
The P3 teams meet statewide to discuss problems and solutions, exchange industry
specific ideas on reducing chemical use and waste, and provide facility tours to
showcase successful P2 projects.
P3 activities include sharing information on successful waste reduction efforts and identifying and resolving impediments to implementing pollution prevention.
The P3 members may also participate in a materials exchange and mentor other
companies in pollution prevention.

Partnering

Traditional command and control environmental regulations often lead to
promotion of self interests, disagreements and expensive litigation. A search for
reasonable alternative ways to conduct business led to the development of the
partnering concept. During the 1970s, the construction industry developed
partnering as a way of developing long-term commitments based on trust and
respect while achieving mutually acknowledged objectives. Partnering is now
recognized as a quality management process that can effectively improve business
relationships, maximize resources and achieve greater accomplishments than was
possible individually.
ADEQ envisions P3 as a voluntary way for government and industry to work
together to expedite the reduction of hazardous waste in Arizona in a non-regulatory manner. By choosing a collaborative effort, government and business can take advantage of creative synergies and achieve successes that are impossible to achieve alone.
Partnering is recognized as an effective strategy to combine the distinct
interests and resources of different actors. A fundamental premise of the partnership is that it involves key stakeholders, who mobilize to develop and implement solutions. The differences between the partner businesses are beneficial in creating innovative solutions from complimentary strengths and weaknesses.
Our pollution prevention partnership efforts include sharing information on successful reduction efforts between like and unlike businesses, identifying and resolving impediments to pollution prevention, and developing solutions. The partnership creates forums for participants to exchange resources, combine competencies and coordinate activities in new ways. Information sharing and discussion is done through group meetings, team meetings and between individual members.

The P3 is partially funded by through a pollution prevention incentives for states
grant from the EPA.
