Joan Card oversees ADEQ's Water Quality Division. Joan is an attorney and prior to her position as Division Director was Deputy Administrative Counsel to ADEQ, providing legal and policy advice to the Director and the agency's five divisions. Joan previously worked for the U.S. Department of Interior Office of the Solicitor and also for the Arizona Office of the Attorney General. Joan is a graduate, with honors, from Arizona State University and the University of Montana School of Law. She is the proud spouse of Andy and the proud mother of two step-daughters, Kelly and Robyn, and her youngest daughter, Lauren.
