in all situations, prepare clear and concise reports and communicate clearly
and concisely, orally, and in writing, make investigation and studies of work
programs, make routine and special reports, supervise, train, and evaluate
subordinates, analyze work procedures and operations to develop new and
efficient techniques in water supply, treatment, transmission, distribution,
and storage, analyze operations and recommend improvements on a regular basis to
the Board of Directors’, maintain effective working relationships with
